In regards to a rubber matting in playgrounds, the Missouri DNR has a grant program for recycled tires for this purpose. I believe it is an 80 /20 grant program to a local match is required. Our electric co-op has a foundation that offer several $10,000 individual grants annually that nonprofit orgs can apply for project funding for lighting and other projects in the community. Check yours in your community. A lot of multimodal transportation grants cover the sidewalk installation, upgrades and making sidewalks ADA compliant along with lighting if funding is available.
There are a ton of grant options for poured in place surfacing under playground equipment. Also, check the park foundation, they offer grants 4 times a year.
